I do interiors,sometimes the only way to get that smell out is clean best you can and paint every thing, that seals up the metal, gets rid of the stank.
Check Cowl/Heater box area for Nests....Take off door panels and wall panels and look for and remove nests....I'd guess its in dash--glove box-Heater vent area
I’m a retired HVACR TECHNICIAN if you have a A/C supply house near you that will sell to you there is a solution that we use for odors unfortunately I don’t remember the name of it. But you can spray it inside the car and leave it closed up a couple of days. If the odor is still there you might have to retreat it. The product has no smell to it it’s made to kill the smell. It’s always worked great for me. My dad had a 1950 Plymouth when we were kids and he used old rags to soak up the oil in the filter housing then he would pour a little bit of kerosene or varsol in it and then use a rag to clean it out drop in a new filter add some oil and put the lid back on and add however much oil to the crankcase and let er rip.
Coffee place Coffee grinds in cup . Roll windows up . After two days throw away and repeat. Also need to get in behind those door panels rat urine hard to remove but can be done
Scrub as much of the affected areas as best as you can with water and bleach and as someone else said check under the dash as well. The only thing that will truly work is an ozone generator. Buy or rent an ozone generator. The ozone will actually kill the smell. Baking soda, perfume, etc. will only mask the smell temporarily and it will come back - ozone works. You set it up in the car and let it run for the predetermined time, just make sure you or any pets aren't in the vicinity (if doing it in a garage) when the unit is running as it could hurt your lungs. edit - Also, sit all your seats, door cards and anything else that stinks and will be going back in the car after you are done to treat when running the ozonator. If it still smells somewhat, after the first dose, repeat again.
Get rid of the door panels too and maybe check into an ionizer. I think you can get them pretty cheap, get one for a decent sized room in a house. Might be over-kill but you can always use it in other places. Under the dash is holding smell also, don't try to mask the smell, that's like trying to cover sweat with after shave. Believe it or not the wiring harness should go also, I don't think paint will do it, maybe an epoxy or single stage killer urethane. I had the same issue with a 2010 Merc I bought, just from laundry det., thing was toxic. I gutted the entire car and you could smell it in the metal, good luck.
As far as the mouse pee smell I have always gutted the interior power washed the door cards and sit the in the sun to dry and use a scrub brush and cloths washing powder and scrub the floor boards rinse and repeat
probably a mouse nest inside the doors or dashboard you haven’t found yet with every stitch of interior gone its about the only place left it could be coming from is my guess?! 🤔🫤😫🤷♂️👍

@BadlandsRebuilds depends on cost of all the parts, plus labor for installation you could have 3-4 thousand in it.
Baking soda is a pretty good odour eliminator also,people use it in refrigerator,closet and many other areas.

You need to hit it with multi purpose cleaner snd a pressure washer...then when its dried USE AN OZONE GENERATOR in there for s couple days

That would work. Air fresheners and such will just mask the odors for a little bit but it will come back.
We have stuff down at the parts store for bad mouse smell and also we have a miracle gas treatment for bad gas!
Smells a lot better needs a fuel pump drains back after few days have to prime it
