I had a lot of fun the first time I did this quest, mainly because I stumped into Mephala's Shrine on accident lmao Then, when I ended the quest, I was like "oh, they were actually a cute community", this quest screams Mephala, is so twisted, I love it (and I hate it at the same time)
I'm almost certain you were suppose to kill only 1 of the leaders. At least that's how the 2 dialogue options sound to me. And it seems the Dunmer just have a clear advantage since they almost always have the numbers, including the ancestor ghost summons.
"know anything about Imperial city?" "Deadric shrines you say!?"

Well, in older lore it was known as the City of a Thousand Cults so...guess not too much of a stretch? Maybe?

Never found Mephala's shrine so I never completed this quest. 10:33 I agree that this was an oversight in the game but the quest is interesting.
