The Abraham, and Moses covenant were both based on physical circumcision. They were both told to allow converts, and treat them as native born. There was no physical ancestry restrictions except for the Levites to serve in the temple. From Moses to Jesus it was physical circumcision, and the letter of the law that made someone a Jew / Israelite/Israel. Cutting the penis was entry into the covenant but they had to be spiritually circumcised too or they were cut off (the 2 great commandments the spirit of the law which is in the old testament as well), and lost their salvation. Since Jesus someone has to be spiritually circumcised of the heart by God to be in the covenant, and be heirs to Abrahams blessing " I will bless those that bless you" etc. Jesus was the proper heir to that, and the land of Canaan was given to him but he replaced the promised land with the new Jerusalem the heavenly mt Zion instead of the physical one. Jew with no context just means Judean living in Judah/Judea. The temple where the God of Abraham lived in the old testament was in Judah so in theory they were supposed to be faithful to that God but they were not most of the time, and so were heirs to the Abraham, and Mosaic curses. So that is what Romans 2 28 29 is saying. Someone doesn't believe in the God of Abraham because of the religion Moses gave but because of the religion Jesus gave.
