There’s no place in China that’s off-limits to foreigners, including Xinjiang and Tibet. You’re welcome to visit Luoyang anytime, but you should be prepared that 99% of people here don’t speak English. This city is one of the birthplaces of Chinese civilization, and you can feel a strong sense of history here. However, if you’re not into historical sites, there’s not much else to do.
