I have the same problem! you have to push the advanced button, and tilt "show preview packages" ; with that you can access the package! . Sorry for my english, cheers!

Where can I download "Unity Recorder?" I did a search for it in Package Manager but nothing came up. I'm using Unity 2021.

You need to allow package manager to show all packages in the settings.
