Dont u have to fill up the shocks all the way to the very top with no air leaks at all?

not with traxxas shocks they have the bladder in them

The way you build your shocks you still have lots of air in them which will then cause air bubbles in them. So there is no reason to let them sit. To want to bleed your shocks in order to eliminate air bubbles.
