It's most likely used for beating the game since it's way too difficult. It's not even unfair, the deal it's the number of enemies you need to beat in every level. Believe me or not, I've suffered to finish it.

I always liked the music ,and the story line in this STF...the music and the background graphics is everything in this game I still play this game from time time.
I think the reason why Cody is in prison is he got into reckless street fighting, and a corrupt police officer named Edi. E is the man who arrested him. He was framed by the remaining Mad Gear Gang, presumably including foul play regarding Final Fight Revenge, and sent to prison

I hate fighting Bison he cheats. He does way to much damage. And the game is too stiff and the moves are unresponsive. That's why I don't play Alpha 3. Cody is way better in USF4. At least the controls are responsive there and not stiff. Even Street Fighter X Tekken controls are smoother.

Cody's a cool-looking character. First time seeing Alpha 3, I can't believe how different it looks/sounds compared to SFII.
And now he's the new mayor of Metro city yet he doesn't bother to put all members of mad gear in prison (especially poison)
Mad Gear was disbanded after the events of Final Fight. Poison has a legitimate job as a professional wrestler now.
