To be fair, it makes sense for Dabi to hug Natsu and Fuyumi as neither of them are actually his targets of hate. They played with him while his parents both neglected him. All in all, Rei is to blame but not as much as Enji, Enji is the main focus of Dabi's rage. I would like to think that Dabi could become normal again if that side of him was put to bed, obviously he has deep seeded rage inside him due to his father and thats the thing that keeps him going so i would assume that if they can remedy that rage he might be able to be Toya again. All of the villains in MHA get imprisoned but in my opinion, imprisoning Dabi will only make it worse as Dabi has clear reason for what he does and all goes back to being abused by Enji and Rei. Dabi doesn't need a prison cell to be honest, he seems like he needs a loving family who will actually acknowledge his work. Some villians are not evil, they are just broken people.
