I don't know how players in the modern game can play in weather such as in this game with short sleeve shirts. But, they can cover their legs completely nowadays, not just the women! I remember playing on a very chilly day in the early 80s in San Luis Obispo, California, and someone from the SLO Club had tights on under his shorts. It was illegal, but we weren't entirely up on the laws of the game in the USA back then.
