The policy of the Siad Barre government towards the Isaaq Clan of Northern Somalia is alluded to in a WRITENET publication, Somalia: Civil War, Intervention and Withdrawal 1990-1995. It notes that the government resorted to clan-based tactics to counter the Majerteen threat following the suppression of a coup d'etat staged by officers of this clan in 1978. President Barre relied on mainly three clans to counter the Majerteen threat: the small Marehan, the Ogadeen and the Dolbahante. This patronage system was referred to as the MOD (Marehan-Ogadeen-Dolbahate), and was evident as MOD civil servants, superior officers and businessmen began to occupy the top ranks of Somali society, thereby alienating other clans including the Majerteen, the Isaaq who make up 80 percent of the former British Somaliland, and the Hawiye. Due to Barre's dislike for the Isaaq, he reportedly organized settlements of Ogadeen Somali refugees in the North which is Isaaq territory. Armed clashes between the Ogadeen and Isaaq multiplied, with the government appearing to side with the Ogadeen. These practices are believed to have contributed to the formation by the Isaaq exiles in Great Britain of the Somali National Movement (SNM), a guerrilla front, dedicated to the overthrow of the Siad Barre government.
A publication titled, Somalia: A nation in turmoil, describes grievances of the Isaaqs which include: the Daaroods and Hawiyes domination of power and privilege to the deprivation of the Isaaqs since independence; and that southern Somalia, former Italian Somalia, due to being more developed and densely populated, has tended to dominate the north Isaaq territory. The Isaaqs dissatisfaction with the government as it relates to inequitable distribution of resources became evident soon after independence when northern officers staged an abortive coup in December 1961. Since then, there have been episodes of the Isaaqs venting their grievances against the central government. A case in point was the bloodless coup staged by General Barre which resulted in the removal of the Isaaq premier (1967-69), Mohamed H.I. Igaal, from power, thereby confirming the Isaaqs view that there was an anti-Isaaq hidden agenda to exclude them from leadership positions. The Isaaqs through their guerrilla front, Somali National Movement, later launched an offensive in May 1988, on the towns of Bur'o and Hargeisa. They were defeated by the military regime after bombardment of the towns with artillery and planes, leaving those towns completely destroyed. Between 27 May and December, it is estimated that about 200,000 Isaaqs were killed, including women and children who were alleged to have been cold-bloodedly bayoneted to death. The city of Hargeisa, with over half a million inhabitants before the government's offensive, was in ruins as well as Burao.

There're hundreds if not thousands of Colonel Tukas who commited worse crimes against the the Ishaq people of Somaliland in the years 1982-1990 and of course against humanity ! But the irony and the incredible is most of these war criminals who have the blood of hundreds of thousands of Ishaqas in their hands are living in comfort, even in luxury in the USA and Europe after having been given first grade asylum status. The question is if the World and the plain facts admit that Somalia and dictator Siad Barre have commited genocide against the major tribe in Somaliland, how is it that after 32 years the UN and the International Community would not raise the question of that genocide and bring the war criminals
the International Court in the Hague to face justice for theit crimes against humanity?
Why should the genocide against the Ishaq people be different from the genocide against the Bosnian and Tutsi people of Ruwanda ?

Finally! Tukeh was unceremoniously arrest by US Immigration on November 17th 2022. It tragically too nearly two decades of legal battles by his surviving victims to finally bring this monster to justice. I am shocked this devil was not brutally tortured and killed by one of his victims or a surviving family member. Instead of enacting revenge themselves, everyone involved showed incredible restraint and trust in the legal system. I could not ever show any restraint if the man responsible for the detention, abuse, rape, unimaginable torture, starvation, and the agonizingly gruesome murder of those I know and love was walking free. All the victims and those involved in bringing Tukeh to justice deserve our greatest respect and gratitude. Their courageous battle, resilience, and restraint allowed the justice system to prevail over this and the other evil monsters. His slime ball lawyers deserve to be disbarred and sent into exile....except for the one lawyer who provided information to the prosecution to help get the conviction.

What kind of reporting is this? The reporter states as a fact "General Siyad barre launched a genocidal attack against people in the north of the country!" Says who? How does he know that? How can such an unsubstantiated allegation be allowed on Al-Jazeera. And then he shows rows of human skeletons for whom we know nothing about. When they died, who they were, and why they died. This is the most inflammatory anti-Somali piece of journalism that I ever came across. It is tearing apart at the fabric of Somali society, and it is being blithely broadcast on Al-Jazeera. I am sure even the BBC would not touch such a piece. It needs to be retracted, apology given and removed from the website.

On May 27, 1988 Siad Barre gave instructions to exterminate all members of the Isaaq tribe. Military forces under the command of Mohammed Said Hersi began aerial and artillery bombardment of the three cities in which the Isaaq lived: Hargeisa, Berbera and Bur’o. They also attacked villages and nomadic encampments where tribe members lived. Infantry forces exterminated those fleeing from cities, and after the cities were completely destroyed, went in on foot to complete the killing work directly. Many bodies were buried in mass graves.
General Said Hersi reported to Barre that he could not wipe out all of the Isaaq, as they were too numerous. It was then that his troops began forced marches of Isaaq tribesmen across the desert towards the Ethiopian border. Many perished of hunger and thirst along the way. The city of Hargeisa, which held some 350,000 inhabitants before the attack, was completely abandoned. The whole area was laid waste - animal herds were confiscated, agriculture destroyed, and mines laid everywhere. Various estimates give the number killed in less than one year at between 100,000 and 400,000 Isaaq. More than half a million Isaaq fled to Ethiopia; some half a million more lost their homes and became internally displaced persons in the northern region.
