The engineering samples are like skylake i7s they are practically identical in performance if you get a decent ASRock motherboard using skyoc to overclock it, It will not bottleneck an expensive GPU. They can go up to 4.7-4.8ghz with a mobo like the ASRock fatal1ty gaming k6 with a bios version before august 2016. This may sound like I am an intel shill but actually I have a ryzen 7 first gen at 3.7ghz which I got for £80 and paired it with an msi b450 gaming pro carbon ac with 16gb of 3200mhz, so if you are a gamer you would benefit more from the engineering sample as it can do higher frequencies and that's more important if you get an expensive gpu, keeping in mind if you go for the engineering sample your upgrade path is now non-existent.

But it's just hypothetical since I don't know if the binning process would still happen for ES cpus or if they are taken from a batch just for testing purposes with compatibility stuff or whatever.

4.2GHz Skylake 4 core 8 thread CPU. Why is it so amazing this is pretty good CPU? Essentially it is the 6700k as claimed at those clocks, which last time I checked was the fastest consumer level CPU available just 4 years ago. It's not low end garbage when it was new, it was high end. In just 4 years high end doesn't suddenly become poor. In fact most high end CPUs end up being pretty good for well over 5 years. So it's still a good CPU, and especially viable for the majority of games where single threaded performance matters.

Getting a chip like that makes more sense for someone upgrading an existing system with a 6600k. $125 is cheaper than the lump sum of buying a R5 2600, a decent mobo and equivalent ram (8GB to 16GB). For someone looking for a budget system (mobo + cpu + ram), it makes much more sense to pick up a R5 2600 + mobo + ram or to pick up a cheap oem system with a 3rd/4th gen i5 for around $60 to $120, add a SSD if it doesn't have one and a decent gpu (something like a RX 570 or GTX 1060) for sub $120. Maybe upgrade to a decent 500~600w bronze psu (EVGA has some pretty good sales in their B-stock and the Corsair CX550 tends to go on sale somewhat regularly) if the existing one isn't good enough. I know some oems use bare like 240~300w psus in a lot of office oriented systems.
Disclaimer: Your results may vary based on your geographical location. I live in the US with relatively easy access to computer recyclers and a ok second hand (craigslist/letgo/offerup) market. What sort of oem systems I can get for sub-$100 may not be realistic in your area.

The boards are more expensive for me than the QH8F alone (like twice). Even the crappy Huanan X79's are as expensive usually and a 3930k is not much faster if even (stock it's slower singlethread) than a Skylake-ES apart from multithreaded applications. Granted it brings the chip to its knees however next gen PS and Xbox will have Zen 2 which has actual AVX 2 instructions that complete in one clock cycle and going forward programmers will be utilizing those instructions. Saying a 6700K is comparable to ANY Zen or Zen + is a pickle. Sure, if it has more cores and threads it may be better at content creation or any other field that will utilize the extra cores/threads, however Zen and Zen + are closer to ivy bridge and haswell, respectively, in single core performance. In the end it depends on what you want to do with your processor. Remember, the 6700k, when OCed, beats the r5 3600 in all but multi. Not by alot, mind you, but it does. Your sample may not lol.
