- The Officials Institute (OI) meeting of November 9, 2023, hosted by Joshua Schroeder, Chairman of the Board, discussed plays involving the 2023/2024 NFHS points of emphasis (POE's). As always, OI conducts these monthly meetings with intent of providing instruction for basketball officials to every officiating level to help basketball officials get better, together. OI believes watching and discussing videos in a group, helps bring awareness to the rules of basketball by providing a platform for attendees to receive instant feedback from fellow officials. Asking questions while analyzing video is a valuable learning tool and by giving repetitive looks at the same play increases retention of rules and philosophies of rules. All videos shown are actual high school basketball videos.
The video of this online meeting includes 8 different video clips, all about NFHS POE's including throw-ins, uniforms and equipment and end of game protocols.
0:00 - Intro
1:00 - Foul in the corner. Throw-in should be at the 28' mark.
6:43 - Ball is knocked out of bounds by a defender. Is this a 28' mark throw-in or spot nearest out of bounds location?
8:55 - A ball was intentionally kicked out of bounds? Where should the throw-in be?
12:39 - This foul happens in the corner so does the ball go to the 28' mark or the 3' mark by the lane line?
18:55 - Example of how a timeout near the end of the game should look like among officials.
25:11 - Last second shots we should put ourselves in a position to anticipate what will happen. This play the officials did not and maybe missed a foul as a result.
32:28 - This video is about legal and illegal apparel and equipment. Can you spot the illegal equipment?
50:03 - Do we need to require players to tuck in their shirts? Watch this video and see what everyone thinks.
54:57 - Meeting Schedule for the next meeting.
Watching video clips is a good way to stay connected to the skill of officiating basketball but education and learning can more effectively be attained doing it in a group with some direction from a key speaker. Remembering specific rules and application of those rules is easier when visual aids are used to present in a way that is easy to listen to and understand.
The Officials Institute, and their monthly video review meetings, create a fun environment that allows participants to speak up and voice their opinions on plays without negative retribution or rebuttals. Everyone's opinion is worth something and adds to the overall learning experience that everyone should strive for, regardless of years of experience. Breaking down film in slow motion and freeze frames helps to "retrain our brain" so when we see the same plays in real time we are in a better position mentally to get the call right.

Outstanding teaching tool! As long as his folks sharing his video doesn’t distract from the speaker.
Thanks for watching
Thanks for all the training videos. Hands down best content for refs I’ve ever seen. Always look forward to your new videos.
Very kind of you to say. Glad it’s helpful.
Somewhat off topic but can you provide a good resource that explains ball spoting for HS basketball?
Specifically, with regard to placement after timeouts, and any rules for moving the spot upon request.
Thanks
At a game last night and timeout was called in front court, far corner, opposite bench and outside trapezoid, but coach that called timeout got ref to spot ball on end line closeset to their bench; essentially creating a baseline inbound play under the basket vs a sideline inbound play on side opposite the bench.
Would love to see the game film on that as it’s not as common as one may think.
We’re working on a video reviewing the new throw in spots.
But in lieu of that, a timeout stoping live play, would be resumed at the 3 ft mark or 28 ft mark depending on which side of the dividing line it is on in the corner.
Good Stuff! Thanks for the break down
Of course. Thanks for watching.
38:00 - a team may change, without penalty, a designated starter who has illegal apparel:
3-2-2a: Changing a designated starter, unless necessitated by illness, injury, illegal equipment or apparel, etc., or to attempt a technical foul free throw.
Great pickup. This is 100% correct. Thanks!
Question on throw-in…
Last night at my daughter’s game, the throw-in was at the end-line. The ball is thrown in over everyone’s head into the back-court, point guard receives it, brings the ball up the court, trail official blows the play dead for back-court violation. Lead official tells the trail that the throw-in wasn’t a violation and the new throw-in spot is at half-court. Is that correct?
(Currently a spectator, soon to be an official)
Depends where the ball was when the whistle was blown.
FYI,,, so I am 18+ minutes into the POS on the out of bounds/violations throw in's, but you never discussed back court violation(s) throw in for the new offense in their front court throw in.
Yeah, we didn't touch on that. Not sure why. Any backcourt violation happens in the backcourt, therefore the new throw in would be in the front court of the throw in team and at one of the four designated spots.
Just found found your You Tube site after watching the recent Better Officials 5 Play Friday. Watch two episodes and enjoyed them very much. Keep up the great work in Indiana..

Oops so sorry the Land of Lincoln... Illinois!
Front court or backcourt and then is it out of bounds if not then it is one of four spots.
thanks for watching
You have awesome content! I subscribed to your channel because my son got hit at least 25 times in a game yesterday so I figured I would learn the rules so I could be educated about what is and what isn’t a foul. I would love it if you would review a short on my channel and give me your opinion of the no-calls with your expertise? I think he gets fouls twice on one play and an armbar on the other based on what I’ve found so far.
Sure
The problem regarding uniforms is that most officials do not like to enforce the rule in middle, freshman, sophomore and/or JV games…. I have had games where I am the bad guy, just for requiring players to dress appropriately, requiring uniformity as close to the rules at levels other than VARSITY should be the ideal for every basketball official... totally the rules of NFHS do not specify that they apply only to VARSITY…
Good point.
Come on Josh! I watched all of this to hear the bench decorum info! You owe us another video....great content otherwise though. I enjoy these videos.
I know, I know. We ran out of time. I didn't expect such a dialogue around uniforms and apparel. I'll definitely put another one together solely on Bench Decorum.
😂 Looking forward to it
@@OfficialsInstitute if you cover bench decorum, can you include a segment on coach / ref communication during games.
Earlier this year you covered technical fouls stemming from coach interactions, but was wondering if you could include some guidance on what is acceptable for coach to communicate to ref about during games, including topics, approaching ref, inquiries vs. statements, comments or complaints, etc.
Thanks
Your content is being viewed by coaches as well as refs as I am sure you are aware.
