I was having the same problem here in South Africa until I started a new strategy: As soon as the flowers are ready to be fertilized, I do it by hand and immediately insert the fertilized flower into either a bag to prevent it from being stung or into a plastic bottle. The bag I close with a tie and the bottle end through which I insert the fertilized flower I stuff with something soft so that the stem can continue growing inside. I had so much success that we could not even use all the produce we raised after implementing our new strategy. Give it a try. I do this with cucumbers and butternut squash. Works perfectly in a small garden when you do not want to cover the whole plant.
