This verse begins with, " Let there be fervent Love among YOURSELVES...." The seeking to love and cover sin is to be done in a close group, not among the diversity of flesh and wickedness. Rebuke and reproof, and exposing the untruthful work of darkness is commanded also.
Forgiveness requires repentance. If there's no repentance, there cannot be forgiveness and the sinning would continue. I don't think that this verse means that we should blindly forgive or overlook the sinning of one, but rather to be willing to forgive and to seek peace with one another. I'm glad you brought up James 5 19 in this context.

But what do you do when your parents are living any way they want and throw Jesus in your face so you “forgive them” but they keep acting like they are perfect

However, Christ showed that he used to be angry not because they did wrong to him, but because of the wrong done to the Father (eg. Temple cleansing episode) and the church (eg. Saul's Damascus episode). But righteous anger for the sake of Christ's name also needs to be cautious. Because we are also 'covered' likewise many times in our weaknesses. "For every high priest chosen from among men is appointed to act on behalf of men in relation to God, to offer gifts and sacrifices for sins. He can deal gently with the ignorant and wayward, since he himself is beset with weakness." Hebrews 5:1-2 ESV The Lord has been teaching me how to be gracious towards other's apparent 'lack of' (if you will) righteousness/sanctification that I see. Indignation can stem from spiritual pride. Usually, I hear sermons that explain unity of mind passages by focusing on what it doesn't mean, 'uniformity of mine." I am tired and angry with that kind of interpretation. What were the Apostles dealing with when they made such calls? What were their expectations of the churches when they wrote that? Why shouldn't we put the emphasis there and make the expectations as strong as the Apostpes made it? I feel that the greatest sin of the Church has been the way it has put all sorts of stumbling block on the path to the kind of Church unity that John 17 exalts and Ephesians 2,3 and 4 in particular celebrates. It's like telling people to repent and then focusing more on what repentance is not, like " to repent doesn't mean legalistic revival." How will thar help repentance?
I left the churches years ago because of seeing how they were bowing down to government edicts that went against the bible. I was pagan for many years and have just come back to Christ. I still won't have affiliation with the mainstream churches. Would far rather a small group of friends getting together for home study or even just study on my own. Have friends who are church goers and they understand my position on it and have been blown away by my growth in faith since my crisis point a few months ago. I'm also helping a couple friends who have been struggling with their faith one of whom is the one who started me praying to Jesus for her. She didn't ask me to... I knew she was christian and I felt it was more respectful to her to pray to Jesus than to my god's at the time. That's what opened the door. She has been struggling with a horribly abusive relationship and is about to have a baby to the guy. He belittles her faith and emotionally, mentally and physically abuses her particularly when he gets drunk. She is now in a women's shelter after the last episode where the cops took her away for her own safety. I can't understand why they don't take him away and lock him up
Why did Paul rebuke, in public(in Bible which means this rebuke exposes the sins not only in public but also for generations or even eternally ), Peter and Barnabas for their dissemblance and dissimulation since he should cover their sins or at least communicate with them in secret with gentleness?
In Peter's case, he was purposely neglecting Gentile believers in order to pander to overzealous Jews. This was a very serious matter that was affecting many in his church, so in this instance a public rebuke was warranted from Paul - not necessarily as a "punishment" on Peter, but so that all who were present would be made aware of the truth of the matter. I'm not as fresh on Paul's conflict with Barnabas, but if I recall correctly their disagreement stemmed over the direction they wanted to take their ministries, which also involved many people and warranted a public dialogue.

Another way to consider it is to think about how the Bible very explicitly tells about the sins of men who the Scriptures otherwise declared to be godly (for example, David was a murderer and an adulterer but he was still "a man after God's own heart"; Peter denied Jesus three times but still became "the rock upon which [Jesus] built [His] church," etc.). Those stories aren't put there necessarily as a punishment to people like David or Peter, but as sources of warning, wisdom and encouragement for the rest of us who can learn from their lives.

In current reality, it seems that churches have less and less rebuked with Godly love, but more and more leave wide spaces to sins or errs from the world or fleshes. For those unconciously sinning people, it maybe good to remind them secretly like "covering" and once they realize they will repent asap. But for those sinning on purpose or insisting in sinning, it maybe good to rebuke them in public to warn or wake up them from being poisoned by sins. Anyway, God is always good enough to guide His kids!
That's not the kind of covering this is talking about. It's not covering up in the sense of hiding. It's talking about forgiveness or in perhaps even better words loving in a way that there is no offense in the first place. A preacher I love, Dan Mohler, says that God teaches us to love without lines. If we have lines with people, they WILL cross them. "How dare they do x or y after I"....or "they sure said that in a mean way, see if I help them anymore". The Bible says that without law, there is no offense. I believe this is how that looks. Loving without lines. Jesus said to turn the other cheek if someone hits you. Instead of thinking of ourselves and how much we just got hurt, loving without lines says "are you ok?" because you know that no one strikes another if they're not broken and damaged inside. How shocking of a response would that be if you hit someone and they asked you if YOU were ok? True love will do this because love is not self-seeking. This is what "love covers a multitude of sins" means.
There is no sexual intercourse in heaven but there will still be non-sexual love. Men and women will not have sexual intercourse with each other in heaven because they will not marry or be married to each other in heaven (Matthew 22:30). There will be no childbearing in heaven and God will give us a name and place better than sons and daughters (Isaiah 56:4-5). Sexual intercourse between men and women is a form of this world that will pass away (1 Corinthians 7:27-31). Earthly marriage is a representation of our union with Jesus in heaven and it will be infinitely better (Ephesians 5:31-33). Hell is forever and your flesh will be burned with fire and infested with worms (Mark 9:48).

Jesus Christ death also covers a multitude of sins too right? Could it be looked at from that prospective as well?

Perhaps "covering over of sin" is what allowed abuse in the Roman Catholic Church to continue on for as long as it did.
