Thank you for the kind comment! Theoretically, the CO formed should act to reduce the tin(IV) oxide and become CO2. However, practically I am really not sure what percentage of it escapes as CO into the atmosphere. I have not looked at published studies on the breakdown of emissions from these processes.
Can you extract tin the same way you do for copper where you make the anode a chunk of impure tin and the cathode thin stripe of pure tin ?

Not that I am aware of. My reference uses froth flotation for cassiterite.
