They tried to keep him (and of course he should have accepted) but if the film is to be believed, the contract dictated not only the standard commercial stuff but what he was allowed to wear, how he should have his hair cut, where he was allowed to eat - even when he was between movies and not filming for them, they just didn't want 007 to be seen with long hair eating at a Wimpy or whatever.
