Because magnesium is very reactive matal it reacts with oxygen and formed magnesium oxide on outer surface when we buru it it doesn't reacts rapidly so we burn it before burning
Mg ribbon is cotted with protective layer for protection like not to rust and so on .when we remove it with sand paper the thin cotted layer will removed so as it is removed it easily react to burn with Oxygen
