You may see many owners on the same property. It is very headache. Do not buy any property cash. You always have to buy with a mortgage. I strongerly suggest you never pay cash to buy any properties.

I'm Albanian and I live in London. Yes of course Albania it's not at the same level as Greece or Croatia but still it's a cool place to visit. It's a bit messy but that is the beauty it's different to Spain and Greece and Croatia where everything is in order. I've been in few places around the world but I still go to Albania every summer..It's beautiful bit rough but people are nice. Plus it's not dangerous as people think. As an albanian investing in the coastline is really smart decision. The albanian gonverment plans to invest a lot to renew the infrastructure which will bring the value of this properties up.
I love Albania but DON’T buy houses in Saranda, come August to May, Saranda is like a dead town with many apartments still empty and I know a lady from Tirana trying to sell her new apartment for years and it is still sitting there. You cannot resell because even the builders can’t sell off their new apartment that are sitting there for over 10 years. There are too many apartments and demands are low and not a good place for AirBNB only in the Summer for 2-3 months the place is busy.
One thing you brushed over Andrew, is that there is a real issue around getting proper title. Right now there are some foreigners in Saranda who dont even know they dont have valid title to their property. Because not only the developer but also the notary and the lawyer played together. So yes, if you like the place why not buy. But high caution recommended.
I was there in September 2020, if I wasn't stuck in Canada right now I would be going back pronto...the amount of different landscapes from north to south are breathtaking and the food is mouth watering :) The roads were great and lots of maintenance and new roads being built...
you can buy a beach front property in albania with sun setting view for less money then a toyota camry. definitly buy as much as you can but theres always risk of instability in the region and the risk of government confiscating foreing property. It has happened in the past both scenarios so es a good value but also some risk.

I own a property in Albania and I would say that it's a mixed bag. On one hand you have a very inefficient social services. On other hand - prices are still quite affordable. Not sure if I'll buy another property here, but owning a studio or apartment here is fine. Even just for summer months and vacations. Although there are many areas where Albania needs desperate improvements.

Yes it's becoming a Good Options when regular houses( not estates) like a 3 bedroom house going for 1.5 to 2 million dollars; we kept renting amdcrents and also house peoce went Insane we fear of becoming homeless; the rent for a 2 bedroom in Toronto area going for about 2000 to 2100 a month;

The reason you pay more to rent some places vs another is the fact that 1) Newer buildings need less maintenance but are more expensive 2) Cheap apartments no matter where they are typically owned by Cheap Charlies. There is no property in Albania for that kind of money anymore. Saranda apartments are 200K and an apartment in Vlora old style start at 50K but need to be gutted out and renovated. The apartments you showed might be 100m to the sea but it is a 100m drop down a set of steps on a sheer cliff LOL. Mine was 75,000 euro ten years ago and was only that cheap because it has no ownership certificate. Cheaper properties can be had in Spain and Montenegro as of 2014
