I might be wrong, but thats how the readme file for the game actually tells you how to set it... I quote, "...You will need to adjust the Gamma and Glare Reduction settings in the Configuration\Video\Video options menu in Half-Life. These are used to adjust for different kinds of monitors and room brightness. Adjust the two sliders so that the Soldiers camouflage pattern is dark but visible...." So it was indeed intended to be like that, not stupidly washed out like some people showed the game like.
