Update: OK, so apparently it's just color coded the individual notes on the keyboard, regardless of which key you're in, as opposed to the scale degrees.
The requirement is a MIDI keyboard. The main limiting factor would be the lack of keys/scale of the RB3 keyboard, but on paper it's passable and useable.

There will be no custom songs in RS+, only custom charts of licensed songs

You can actually! The only way to play atm is with a midi cable and the minimum amount of Keys needed to play is 24

It should be ok but it depends on how many keys our board has. My keyboard midi has 61 but my piano has 88.
