PC games used to be highly unpopular in Japan and business owners usually know better not to put their money in such a risky business to provide net cafe services in Japan. It’s the population density that matters. Same logic applies to why public transportation system is good in Japan but bad in the US, simply because the population density here in major cities is still way lower than urban areas in Japan. Businesses like that require more unique customers per day for themselves to be sustainable.
