can we do it with arduino?
what is that chip for other than esp8266? and can we do it with arduino instead of that that chip you used?

That chip is the programmer used for programming the esp8266 module. You can also use an Arduino to program the esp8266. Make sure to use 3.3V logic , as esp8266 will not support 5V
