I concur with you on 2 things, 1. I also realized the same, whenever i step in to TZ and I encounter any uniformed individual, they ask abiut what political affiliation you support immediately you tell them you are a Kenyan. Hahahaha, they love baba though. 2. In UG, the police are our worst enemies as Kenyans or Tanzanians or any other tourist. They are super corrupt, uneducated and most only speak they mother tounge. Worst of all is that if you are a woman, they can rough you up so badly if you wrong them. Avoid UG police at all cost. In my opinion the most foolish police I've come across with the leading in that section being DRC. 3. Rwanda its simple, FOLLOW THE RULES AND ENJOY THE RWANDAN CUISINE.
