I think there’s a time and place for it. ‘I’m sorry you felt…’ should only really be used if you genuinely don’t think apologizing for your actions is called for, but you feel sympathy for the person feeling upset. It doesn’t mean shit if you use it when you’re in the wrong, bc you’re not apologizing for what you did.
