Considering that 90% of the lighting in Walmart is un-dimmable fluorescent lighting, any drop in the voltage is going to mess with the ballasts inside the light fixtures. The ballast will try to run at full power to power on the fluorescent lighting, as they are designed to do. Doing so draws power from neighbouring fixtures, causing a daisy chain of constant flickering as each light is struggling to turn on and maintain said power. The LEDS in the display cases are dimmable as LEDS are, but since these are not designed with a dimmer in place, they will also try to run at maximum power. Therefore leading to a psychedelic light show few people get to see in real life.

It knocked down a TV station tower a few blocks from our store - and because it was tangled in power lines our store was out for about 10 hours. Needless to say it got very hot, and quite smelly in that store in 10 hours on a hot summer day.

For those wondering why it flash in that pattern: big building use tri-phased power. To keep it simple, just see it as 3 power wires. It look like two of those power wires got issues (probably arcing between the two, shorting each others). Some transformers will have the three power wires going in it, hence why it can arc between each other. It can happend due to many factors, like contaminant, oil leak (they are oil filled, for cooling and oil is a good electrical insulator. No oil = will arc = high temperature = oil boil and catch fire and boom), internal failure, oil degradation and more. When the transformer did blew up it killed the three phases and boom, black out.
That’s what I was thinking considering the lights are flickering on and off seemingly at random. Get to see which lights are wired to which phase. That would be wild to put all of those lights on to a single circuit

This is what “120v60hz” refers to. If you’re not in the US, it’s usually 240v50hz, same idea except twice the voltage and fifty times per second. In a three phase system, you can think of this sort of like having this exact thing happen once, and then a few microseconds later you have a second power cycle like this, and then another few milliseconds later, you have a third identical power cycle. This is why when you look at a distribution line, you typically see three wires; each one containing a different phase. Each phase is slightly offset from eachother, and this allows you to have more circuits without creating more load on any single wire, and has the benefit of allowing you to create a circuit that draws a higher voltage. You can get 240v by treating phase A as the “hot” and phase “B” as the neutral (so to speak, trying to keep it simple) I could explain this stuff a lot better if I wasn’t drunk so I’ll leave it up to people in the comments to correct me and elaborate further and all. This happened yesterday. They only had 20 minutes of backup power so they told everybody to leave their baskets and walk out the front door and leave. Nobody except maybe people who were already in line were able to finish their shopping.
I am sure that is what they told you, but I highly doubt they only had 20 minutes of backup power. More likely it is company policy to EVACUATE the store when the power goes out for safety (and shoplifting) concerns. If they REALLY only had 20 minutes of backup power, they would lose all their refregerated / frozen food, which is why grocery stores typically have backup generators onsite to keep emergency power on till the regular power comes back.
This is an outage due to either losing the third leg of three phase power, or a really bad neutral out on the poles. Both will cause voltage sags (aka the American version of a brownout). LEDs, florescents, refrigeration, and large ventilation fans all run on 3 phase power. So that voltage sag wreaks havoc on those, because they are ultra finicky to incoming voltage. Like literally the florescents alone can't sustain the electrical arc through the fluorine gas if the voltage drops by more than 2 volts, and I'm a voltage sag such as this voltage can drop by up to 100 volts. On an interesting side note those large ventilation fans I mentioned will actually run backwards, because of both an imbalance in the voltage, and because they're circuitry is not designed to be able to reconcile such a low voltage.
Also, most Wal-Marts I've been in don't have backup generators. The ones that do seem to bring in a trailer-mounted one for extended outages; I've been in a few of them when the power has gone out and was stuck in the dark, sans battery powered emergency lights and exit signs.
Love how they cheaped out with the emergency lighting. Then again, it is walmart, They don't even spend money on employees so no way in hell they're spending money on emergency lighting.
True, they however are old, they might have used Dual-Lite LMW emergency lights, they used those emergency lights before they installed Dual-Lite EVHCs in Walmart, maybe the emergency lights has dead batteries, that the self-diagnostics might have scanned the trouble. There’s backup generators that run essentials: The coolers and freezers, some of the registers, the store’s database, a few lights, and that’s all the store needs. The doors likely won’t get emergency power since that’s not as important. So, they’re likely to be manually opened and left that way. Just remain calm, and listen to employees in case there’s an actual emergency.
Only certain lights flicker because one or maybe two phases of the 3 phase power has a fault condition. (Fault = anything not normal, like a short circuit, arcing/sparking ... those would make the power come on and off like this)
I was in a Toys R Us about a decade ago and the power went out. That happens when the mains voltage drops and the ballasts in the fluorescent lights mess up with the pwm Probably because there was an arcing somewhere on the mains side causing the voltage to drop
This happened to me last time in 2009 when me and my mom was in the Odivelas Parque at Pingo Doce hypermarket went power outage.
When I saw the jewelry box, that was really creepy. It's like something possesed the whole entire building!

he's right this happened to me today and leaving was a piece of cake granted I was on my way out anyway since I had paid for my belongings when I had to go to the bathroom which was when the power went out
