First of all, this was most definitely a model converted into minecraft using some conversion software. Secondly, I don't even think the model was made by anyone. It looks like it was a 3d scan of a real life figure or something. The weird blending of the cheek with the hair is proof of this, along with the baked in shadows and highlights. So if my guess is correct, the real effort was by whoever designed/created the real life figurine in the first place.
Not to be pedantic but I collect miku figures and stay updated on what's coming out, garage kits etc because I like the art and music and I've never seen this figure before - This sort of artstyle would also only ever be used for life sized 5 foot tall figures too, of which there are very very few of, and are only really shown at concerts. It's too detailed for typical 1/7th size figures. This is probably an artist's digital sculpt made in something like blender and translated into minecraft.
