Literally nobody uses lockdown against arbiters unless already way ahead. Do you realize what kind of investment that is just to MAYBE defend against Arbiter which P may or may not be doing?

@@qcdoomqc Ghost vulture could clean up recalls by locking down the goons and slaughtering the zealots while cloakeds ghost mess up their pathfinding, but it's a huge investment.
Its almost as if its an endgame tech that costs an extreme amount of gas to tech to (citadel - archives - stargate - tribunal), only cloaks without upgrades (+ the upgrades are expensive gas wise), costs 350 gas itself to make, and has the longest build time in the game. Seems to make sense that its a good unit.

Just because a unit is expensive, doesnt mean it should be able to easily end a game. There should be a balance between its usefulness because of it being expensive, and total game impact.

You need over 10 turrets to take down an Arbiter before it recalls. There is not enough space for them.
