Honestly, I thought Kiryu's final fight in IW would be in a now completely burned down Tojo HQ (nothing but black chared smoking rubble & large chunks of the HQ building frames or broken walls) or Millennium Tower on fire & damaged again.
Ngl despite how much i liked Infinite Wealth turn-based combat, Ebina deserved to had the good old beat-em up style fight. it would be fitting since he was Kiryu's final opponent in Dragon Of Dojima saga
The best way to make it would be making kiryu and ichiban parts in different style, but i suppose it was to difficult or they wasn't shure in ichiban as a new protagonist
