The Govt abd more so, African Govts have never been known to spend public funds with prudence. Whereas, you cannot steal your money while implementing a project Govt employees steal public funds with abandon. The money does not belong to them. They feel detached from the funds Funds are used more efficiently and prudently when they are in private/owners hands. Taxes and levies should only be charged where it is absolutely necessary. Let's have less govt in our lives.
