you forgot an extremely important part of your setup. In the simplest way, tornadoes are a combination of spiraling and upward moving winds. The upward moving part tightens the spin until a vortex is generated, and sustained. You have plenty of rotating air from the fans, but you have no upward moving part. You need a strong fan that is suspended above the circle, and sucking the air upwards. Without it, you just get a whirling mass of air with little form.
