The upward moving part tightens the spin until a vortex is generated, and sustained. You have plenty of rotating air from the fans, but you have no upward moving part. You need a strong fan that is suspended above the circle, and sucking the air upwards. Without it, you just get a whirling mass of air with little form.
My son has a tornado maker and it can make cool tornadoes he just needs to fill it up with water and turn it on so get one of those and put a video of it😁😁😁
