for Q9, if those vehicles with an axle mass of 2 tons were prohibited wouldn't there be a red slash on it too? like with other signs that prohibit eg.Q3.

It indicates that vehicles exceeding an axle mass of 2 tons aren't allowed beyond that point, but the lack of a slash shows it's more of a directive than an outright prohibition.
