They lied to you. If you were in Veracruz you were not in Panama City. You were in a small village on the opposite side of the Panama Canal where Panama City is located. Just check any video of Panama City and see what you missed.
Veracruz was off limits to Military Personnel back in the 1972-73 time frame. Was considered dangerous. Back then the Panamanian police could not be trusted, I had good and bad experiences with them> I hope its changed since then. Panama City was alittle better.
