I read a comment saying that Luda was angling for allowing pepe to take back his out of turn call? I think that was a nice gesture and etiquette. What seems to be the angle is Pepe immediately calling (knowing that he's out of turn. To make Mike X fold, thinking luda was bluffing) and when Mike X called anyway, he took a lot of time to decide.
Yeah I'm shocked Pepe snap called and then wasn't automatically held to the call. Especially with Mike's all in being so tiny this seems outrageous to get a second chance on the decision. Huge angle and he gets so much info with it (not do much in this case but often times it would) there's no way he should be allowed to take that out of turn call back.
I think Luda should have stayed quiet, and let the dealer call out Pepe for betting out of turn. Mike X is def calling, and even if Pepe was angling, NO reaction at all from Luda would have been a better choice.

I checked. I got cute with them cause I had been playing aggressive and knew I’d get called by pretty much everything raising pre flop. Lost less than ten percent of my stack with an over pair to the board vs 2 pair. No straights or flush’s on the board. 🤷♂️ it was a rough night I was happy to break even. Two hands before that, I four bet jammed qq, got called by jj.
each casino has different rules regarding "out of turn play", "if chips cross the line", "verbal is binding", "what constitutes a minimum raise and can someone then reraise", "can they run it twice or more", "throwing in a high chip is that a raise or call?", even "do you have to announce a raise or does pushing chips into middle constitute a raise"
Action out of turn is not binding but may be binding. In this case there was no action behind him, so he isn't bound automatically. If he did it with intent to influence the action, then yes, it's probably binding.

Luda could also have turned A/J,9,7,5,,4,3 into a bluff to make a better ace fold. regardless though pepe should have folded on the flop raise from Luda when MikeX called.
