Actually windows 8 Build 9200 which was released in 2012 and windows 8.1 build 9600 which was released in 2013 Both have minor changes so finding difference between them is difficult

Windows 8 was a mess for combining All Apps in 1 Start Screen - The security and driver, even newest laptop in 2013 and 2014, you need Windows 8.1 as main OS, if you Install regular Windows 8 the driver refuse to Install.
