They are talking about Lenny being sweet on Jenny and Hosea says something like 'people with rhyming names won't work...Lenny and Jenny...Arthur and Martha...Bill and Phil' and they both laugh at Bill and Phil

Also he tried doing something with Kieran forced him to drink then got pissed of when Kieran obviously wasnt interested in him also he asks Arthur for Hair Pomade which people back in the day used to use as when doing it than Arthur tells him "i dont even want to ask what the hair Pomade is for and Lets just act like this never happened" meaning that he doesnt want to talk about him giving him the hair Pomade after you give it to him because deep down Arthur knows why Bill wants the hair Pomade then after 1 day in camp you see Bill very happy goes to Arthur and tells him "hey thanks for the hair Pomade i left you a present by your bed" it was a high velocity revolver cartridges 30pack

There’s a lot of evidence that bill is gay, his note in his bed tent, his feelings for Kirean. There’s dialogue where Hosea and Arthur mention Bill & Phil. But to be honest non of the gang members really ask him personally or he talks about it a lot. That’s why there’s a lot of mysteries to it.
