Question: Why is both locks not recommended? The underneath locks as well as the seatbelt lock going across?

The simple answer is that the manufacturer doesn't test the car seats to install using a seat belt and latch together.
They are also trying to make installation as simple as possible while still being safe. Unfortunately, almost 70% of families either install or secure baby incorrectly.
Always follow the instruction manual. there is no need to do extra steps that are unnecessary.
