The famous ancient temples like Suchendram, Chidambaram, Sree Rangam, 12 Jyothirlingam, etc., were not totally completed before consecretion. It took many many centuries and rulers/kings to complete these magnificent temple complexes. The Hindu Shastras are not rigid as is being projected. They provide many exceptions to the rule. Sri Adi Shankaracharya was very progressive for his times and reinterpreted the shastras. He also faced opposition from scholars of those days. The Hindu shastras need to be interpreted to meet the needs of 21st century by acharyas of today.
Shankaracharyas can do 2nd consecration after 2 years when the temple is completed. The 1st consecration is as per commitment made to the Nation by Modi. Any delay in 1st consecration will give opportunity to opposition parties to hold same.
In olden times the temples even took many centuries to complete the construction but for consecration or PRAN PRATISTHA only the garba griha should be ready temple can be constructed even after the consecration hence their boycott is not sensible
