That Tsukumowan appears to be from Japan and I checked most of the places on the street view and I've got huge problems believing he's legit.. #1 if you had gone the other way from the first intersection a building with large Ciudad Júarez texts. So this round is understandable. #4 UAE, but the landscape does look very similar to where he sent in Chile, I've done the same mistake... but here is where it starts to get weird... #5 starting from the seafront and your opponent plonked downtown Genoa inland? There were multiple signs very close to the start saying Genova though.. #6 I have no idea how the opponent got so close. I got a bit northern vibes though but I coudn't find any signs.. #7 Latvia, on the other way there are signs to nearby towns but it gets much longer to get to the signs and making inside town guess again makes zero sense. #11 Finland, a building with text: "Karkkilalainen kaupunkilehti" (City magazine of Karkkila), and two other stores with "Karkkilan" in their name nearby. Karkkila can be seen on bottom left on your map at 36:01 but I'm having huge doubts that a Japanese player could basically 5k such round unless he got extremely lucky.
I'm probably playing devils advocate but if someone wanted to cheat especially in a game like Geoguessr why would they have a 60% winrate in 1400 games at 1200 rating that's just odd otherwise lol ;P

Chances are slim that anyone will ever reach it (especially me), but never zero. 😄
