Personally, I saw it as since Wonderland (or Underland in this case) is stuck at six o’clock (more context in the description), it’s a loop because the tea party never ended. The reason why it’s “beginning” again is because the lady/Alice (assumingly), an anomaly, has left the party, thus having the tea party return to its “original” state. Ofc there’s many interpretations and ways to look at a story/lyrics, and I’m glad you shared yours ;)
