Hello Maria The perfect time is early fall to early winter - HOWEVER I guess it has not put on a lot of new growth just yet, even so, waiting until next winter could be difficult.... SO - if you are prepared to take care of it.. I would do it right now..... Take as much of the root ball as possible. Keep the roots moist (not wet) until you can replant. Water it in well with a liquid seaweed fertiliser. Prune it so it does not have to support to much growth. Mulch around it to keep the root run cool. If you get a really hot spell be prepared to give it some extra shade. If it was mine and it was late winter.... I would do it now because I would not want to wait...... - and are in a similar climate zone.
This is not our expert area as we live in temperate climate, HOWEVER from what we know Stop deadheading in Fall/Autumn, Give them a handful of superphosphate or similar. Yes Double delight is prone to disease and is very fussy about the position. Ours grows in an open position, good airflow and low humidity. It does get blackspot, but not that badly. However, many people do have trouble with it.....
You dont have it in full sun. The area where you planted it is too shady. I bet it doesnt bloom all that much. Imagine probably 2 to 3 times more blooms ...more of that strawberry red....but they need a sunnier spot.
Yes the flowers need UV light to develop and maintain red. I gave my husband a red and white Double Delight to take to his office, which is windowless. The rose actually faded to pure white over a week's time. Kind of fascinating.

Minimum of 50cm by 50cm (say 20 inches by 20 inches. For Double Delight that should be OK.

BEAUTIFUL rose NOOOO doubt, BUT very easily to get powdery mildew & blk spots...dont matter how careful u are still getting it easy

My double delight flowers start as dark pink buds, but when they open, they turn mostly white retaining pink on the petal tips only. Why is that?
