I am a retired surgeon and I used the pager all the way until my retirement late last year. It was small, easy to carry, non-obtrusive, works for weeks to months with batteries and LOUD. It was the only device that I could hear in a noisy shopping center or one that could wake me up from a deep sleep. A cellular phone just can't do that and I didn't want to keep it on all night, every night.

The Hungarian company is likely a Mossad shell company. There should be a way to produce a cell phone that can't be geolocated accurately. The phone doesn't have to be triangulated when looking for a cell signal, it just needs to find the strongest signal. I think the triangulation is just a convenient feature built in.
