In California, text must be horizontal, not vertical. That said, this sign is the perfect fix. It's fine to have the large vertical text as something more decorative, as long as the small readable horizontal tactile text is also included, with the braille. Thermoforming is perfect since you could also have the large vertical text visual only -- not even make it dimensional. But with thermoforming, why not! The sky, or the size of your press, is the limit.
But you still need a computerized CNC router to cut out panels? Plus, what about registration to know exactly where to Route out panels? And How do you make make a dyes?
I forgot you asked about cutting the final signs. You can use a table saw for larger pieces and then we use a table router to cut out the signs themselves. We don't use our larger computerized router at all for that. Our guy is very fast -- faster to do that than to set up a computer file.

why not to use an acrylic sheet and cut out the letters directly on a cnc router?

Good questions! You will have to rout or laser the panels to cut signs to finished size. Registration marks are engraved into molds
