Their AI is probably set to resign when all their villagers are dead and can't make more - I'm betting the AI starts with 0 resources across the board (the default starting resources in the Scenario Editor), so it will take them a bit to even get to 50 food with their starting setup.
I'm Surprised....on the last mission there's a much faster win if you build 15 civis and boat them over to an island west of base...first you must clear some gold but you can build wonder there without attack!!!
That is super slow compare than killing all enemies. This strategy you can finish the level at 15-20mins in game time but building a wonder and waiting the 300 years takes around 35-40 mins in game time.

How were the raiders defeated in the second mission? You didn't even destroy their town center -- it looked like they just surrendered.
