The tractor, for whatever reason, can tow cars-- but there's a spot in the game where there's an actual trailer for it. Weirdly, it isn't anywhere near where they normally spawn, it's out in the desert somewhere-- but I put in the flying cars cheat with the tractor and picked it up. If I remember right, it'll even store in a garage as a second vehicle. It still just acts as a trailer, but it takes the second spot.
The Fire Truck equipped with the ladder can be found behind the Fire Dept. in San Fierro. Down the street from the garage CJ wins in the Pink Slip race.
