The idiots in the clip rode up on the horses from behind at speed. Horses can and will spook at things as minor as strange shadows or a branch in the wrong place. Noisy fast moving things like bikes will frighten any horse who hasn't been carefully trained explicitly to not spook at them - and there's no guarantee the trained horse won't spook anyway. It doesn't matter who technically has the right of way or how wide the trail is, if you scare the horse everyone involved is having a bad day.

As I mentioned in my comment, If coming behind horses, carefully make yourself known so the rider can show the horse what is behind them. Most times rider will go to the side or get off the trail/road if possible to let you by. If horse is ok, they will say that you can go by them slowly. But yea, like you said, best to ask and always be cautious. Dont know why they didnt let this last guy get off the trail like the others, maybe he didnt hear or something, but it was really shitty of them. And then they didnt even stop when it started freaking out.

From a delivery driver's perspective, it very well could have been dry when it was dropped off. Also, if you can't be bothered to be home for a delivery like that, then make sure there's a place to put it out of the elements that the driver can get to. If you know there's the possibility you'll be at work when the delivery date is set, just have it delivered to your place of work. Your first reaction shouldn't be to be pissed at the driver. They're doing their best, usually.
