The little barrios in Colombia are EXACTLY like this. I had close friends who knew the area and carried knives with them so I felt safe. CRAZY good times.
If you're gonna go to Haiti, go to north Haiti (Cap-Haitian), it's less risky and still functioning. I just came back from there in february and you can surely find what the culture has to offer there as opposed to what you'll find in Port-au-Prince. Be sure to keep these distinctions in mind: It's the capital of Haiti that's in turmoil, Cap-Haitian is less risky and tolerable than the capital
