I'm afraid not . As the Dayz server wants to authenticate to steam. It's a massive pita as like you I sometime go without a connection and would like to play offline.

@@HippCelt i set it up and it is working and i can finally play solo man you have no idea how much i wanted this. the only thing remaining is to learn how to set up the mods but i am a complete ignorant when it comes to this. do you know any guides that i can follow? (specifically for the syberia project if possible). also i might have missed it but how to set up livonia instead of chernarus?

I had this problem, try your Anti Virus fire wall settings, I turned mine off, and the server showed, So i created exceptions.
Are you sure you installed the correct server tool? There are separate tools for server and EXP server.

TBH get a better pc , I 've run this on my old i5 and my very mid spec R7 set ups and it runs fine for me.

Mine refuses to save as a .bat file, it just saves as .bat.txt

Did you ever find a fix?
Make sure to open the file and click Save As. Then when you type .bat make sure you select ALL file types in the dropdown menu below
