It's right. Draw because of 50 moves rule. White does not have the time to give mate next move. At move 78 the pawn on a2 had been taken. Now move 128 a mate has not been made, so when Donchenko stopped the clock to claim a draw the referee team checked it and concluded it was drawn as White did not take a piece moved a pawn or gave mate within the required 50 moves. Thus the game was correctly declared drawn. Nakamura smiled and Donchenko stayed cool as a cat getting the draw at the last moment.
Why is it fair? Theoretically drawn endgames are only "theoretically drawn" because they need to be played perfectly. Some of them are hard to play perfectly. If he had defended perfectly for 50 moves it would have been fair - the rule exists to ensure games don't go on forever with zero progress. The fact he blundered the drawn endgame into a forced loss means that this is an example of where the 50-move rule is "bad" because significant progress is in fact being made.
