Chara, is always depicted as “evil and or messed up” I think she/he is only evil once frisk has a certain LV and that infects Chara’s determination inside Frisk making them evil and able to control Frisk

Chara never hurt anyone except themselves. The most accurate one was the dying flower eating incident.
I mean, you're saying that like it's fact, but it's not. It's OPINION. There's actually a lot of evidence that you're wrong and Chara was evil the whole time.
There's the way that Asriel reacts to you based on how kind you are; in the pacifist route, he recognises that you're "not Chara". In the genocide route, he keeps calling you Chara the entire game. The only thing that changes here is your behaviour, which implies that this is what he's connecting to who you are.
It's also pretty clearly stated by Asriel, the one person who knew them best, that Chara was a bad egg even BEFORE the player's influence: "Chara was a bad person. I see that now". And the only person who suggests that Chara is a good person is CHARA, which makes them incredibly biased and not a good source of information. I mean come on; even Hitler thought he was the good guy. No one thinks they're the bad guy.
And then, right after saying they're not a bad person, Chara erases the world - whether you like it or not, showing that Chara was free from the player's influence the whole time. They even say "what makes you think you were the one in control" which flies right in the face of what they just said about the player influencing them.
So at best, it's up to interpretation. At worst, Chara's supposed to be evil. But it is definitely not intended canon that Chara was a good person. There's too much evidence that goes directly against that.

But also a lot that they were good.
Asriel doens't says that Chara was evil, he says they weren't the greatest person. That's EXACTLY the same thing Monster Child says about Undyne, he even goes farest and says she is kind of mean. But you don't see people saying that Undyne is evil. PLUS! Toby himself said that no Undertale character was "evil", so the good/neutral Chara theory is techinicaly canon.
Chara is nothing but a scapegoat. *You* can't accept that *you* killed all those monsters, took a lot of dedication and time to kill all of them to increase your XP and LV, and didn't stop when you had the chance to. No, you need to find someone to put the blame. And Chara is right there. But in any moment Chara tells you to kill. "But they said Papyrus was forgetable and Monster Kid was free XP", they wouldn't do it if you didn't choose genocide. Chara cared about the Dreemurs and the monster kind, and they even were willing to kill themselves to free the monsters. And choose to do it on a such horrible way as eating buttercups, that is a slow, painfull way to die. They even left a photo of their monster family turned to the side of the bed so the last thing they would see before sleep and the first thing they would see when they woke would be the Dreemurs smilling at them.
"They erases the world and take your soul" *You* already erased the world with your genocide. You don't deserve your soul. What would a kid think if they suddenly got awaken from the dead and haves to watch a human killing every and each monster that they ever loved?
And besides, none of them are totaly innocent:
Toriel wants to keep you with her by selfishness; Asgore KILLED SIX CHILDREN to take their souls; Sans threatens you to death even if you don't do anything; Papyrus wants to take a human to Asgore for personal gain without thinking on the consequences; Undyne pretty much beaten and dragged six children to Asgore for their deaths; Alphys made the almagamates and manipulated facts so she wouldn't be blamed; Mettaton wants to kill you for him to be popular; Asriel/Flowey addopted the idea of kill or be killed and forced your friends and even his parents to get against you, etc..
All of them had second chances.

Starkitty Asgore declared a second war of humanity after Asriel died because the hopes of the underground had been completely sucked out, after he did, his wife left him so he had to bear the burden all on his own. Of course, it doesn’t excuse him from killing those humans (also, how do we know if they’re all children? Does it say anywhere?), but it gives a little insight to why he did it, it wasn’t because of bitterness, or revenge, but because he HAD to so he could lift the spirits of the underground again. Heck, he even KILLS HIMSELF, if you kill Flowey and reset just so you could go back to the surface and live a good life.
Sans, well, he definitely has the power to end a human, thought he obviously doesn’t and it doesn’t look like he has even once. He could’ve been “joking” (though I must admit, a but threatening for a joke), but he obviously doesn’t actually hurt anyone, (except for dirty brother and underground killers).
Papyrus, I’d say it’s pretty obvious he doesn’t know what the King does once a human is brought to him, he is a soft and naive person and doesn’t believe that killing is the right thing to do. He tries to change your ways in genocide, and thinks that you could get past Asgore by just asking nicely. If he found out that all humans would be killed then I’m sure he’d go traverse New Home and knock on the Kings door and say “Mister Asgore, might I ask if there is really any need to kill all these humans?”
Undyne, though I can’t excuse her actions of possibly leading the humans to their demise, was raised in an environment where humans were despised because they waged war on monsters merely out of fear, and trapped them in a prison with nearly no means of escape, I’d think you’d be pretty mad at humans if they did that to you. She was specifically trained to do her duty, and if she failed, just because she didn’t want to, and the monsters saw this, who knows how they’d react?
Toriel... although she was indeed selfish in trying to keep the human from leaving, she also firmly believed that this would be protecting them, because all the other humans did indeed... die, so I can’t blame her for not wanting to see anymore ‘innocent’ humans die (we don’t know if they’re innocent, for all we know they could’ve tried to start a genocide)
Alphys.... yeah, well, I can’t really say anything. I haven’t read too much into her yet.
There are obviously two sides of the story here. No one is completely innocent but they aren’t all bad either. In my personal opinion, I don’t think in their life Chara was all bad, but judging from the tapes and a few lines maybe they were a little edgy, but overall I think there are two flavours of pie in them, they obviously do punish the player for the actions THEY take, yet so many lines also point to them enjoying power and wanting to gain LOVE and EXP, but I’m not really one of taking sides, so I don’t care however people interpret them.
