It is not in this video but Then he explains how this piece was composed. (the fire brigade and their siren (blowing horn) the composer writes the notes on his cuff, and the burning house and the crying old woman outside of her burning house then he writes more notes of crying woman etc.)!

Ich höre aneinandergereihte Töne, allen voran von den Posaunen mit dem sagenhaften Thema. Forte forte fortefortefortefort....das atmet nicht, das lebt nicht. Niemanden will ich kränken, doch höre ich es so. Die Wiener könnten ganz anders spielen, nämlich spielen, mit Freuden, Feuer, Leidenschaft. Bah. Nix da ausser Töne.

I think you are mixing up the last part with Bruckner? He was inspired by a theater fire for his 7th Symphony.
